
The UK recently enacted legislation creating “Safe Access Zones” around abortion facilities, making it a criminal offense to engage in any activity intended to influence individuals seeking or providing abortion services. The new law, effective from October 31, 2024, applies to areas within a 150-meter radius of approved abortion clinics. Activities such as protesting, distributing leaflets, or even silent vigils are now prohibited if they may cause distress or attempt to dissuade people from using the clinics.
This move, established through an amendment to the Public Order Act 2023, has received strong support from women’s health organizations. Advocates argue that these buffer zones are essential for safeguarding individuals’ right to access healthcare without harassment. The policy aligns England and Wales with similar protective measures in Scotland, which were implemented in September 2024. Those found violating the Safe Access Zones law face significant fines and legal repercussions, with the College of Policing and Crown Prosecution Service expected to provide further enforcement guidance to ensure consistent application across the country.
