
Vietnam recently appointed To Lam as president, marking the fourth leadership change in under two years. This follows a period of significant political upheaval, fueled by an ongoing anti-corruption campaign led by the Communist Party of Vietnam (CPV) under General Secretary Nguyen Phu Trong. The instability began with the resignation of President Nguyen Xuan Phuc in 2023 due to corruption scandals, followed by Vo Van Thuong, who resigned in early 2024 after just over a year in office, also over allegations of corruption.
To Lam, a former Minister of Public Security, was a key figure in Trong’s anti-corruption drive and is now seen as a dominant player in Vietnam’s leadership. His rise to power reflects a shift toward a more security-focused administration. However, this ongoing reshuffling has raised concerns about Vietnam’s political stability and its impact on foreign investors, as the repeated leadership changes have caused uncertainty in a system that typically values stability.
